I pre-cut the PVC. I started by trying to decide what I was putting in my cady. Pens, pencils, scissors. I wanted it to spine. So I added a lazy susan wheel to the bottom. I used a PVC piece with a grate like for a drain to give height to the middle without anything falling down further than I wanted.  Cleaned all pre-cut pieces with Acetone. I used blue painters tape to mask the inside. I used Rustoleum spray paint for plastic.
